Scheme of Delegation

The Trust Scheme of Delegation sets out who is responsible for what across the Trust. It defines the powers and responsibilities held by the Trust Board, those delegated to its Committees, those passed to Local Governing Bodies, and those held by the Trust Executive Team and school leaders.

Understanding the Scheme of Delegation helps you know the boundaries of your role - what decisions sit with you, what sits above you, and what sits with the school's leadership team.

Why it matters

The Trust Board holds ultimate accountability for everything that happens across the Trust. But effective governance depends on the right decisions being made at the right level.

The Scheme of Delegation is the document that makes this possible - it creates clarity, avoids duplication, and ensures that no single body is overreaching or underperforming its role.

What it covers

The Scheme of Delegation sets out responsibilities across four areas:
ONE

Strategic leadership

Which decisions about vision, values and direction are reserved for the Trust Board, and which elements are delegated to LGBs.

TWO

Financial management

Spending thresholds, budget approval processes, and which bodies have authority to commit the Trust to financial decisions at different levels.

THREE

Educational performance

Responsibilities for monitoring standards, scrutinising data, and holding school leaders to account — across both the Trust Board and LGBs.

FOUR

Policies and compliance

Which policies are set at Trust level, which are adapted at school level, and which bodies are responsible for reviewing and approving them.

A note on your role

As a Local Governor, your powers and responsibilities are defined by the Scheme of Delegation and your LGB's Terms of Reference. Your role is strategic, not operational. The Scheme of Delegation is the clearest guide to where that line sits.
